The tree lawn is the grass area between the curb and the sidewalk. Property owners are responsible for maintaining tree lawn trees. A tree permit is needed to remove, prune or plant there. The City Forester first looks at the tree and tree lawn before recommending a permit. There is no fee, and a permit is valid for one year.
You can report a tree on private property that endangers the public right-of-way to the Forestry office. The forester can only check a private tree with the owner's permission to enter.
Call the South Bend Forestry office at 574-299-4766. If approved, the permit is mailed to the property owner. The page says City of South Bend residents within city limits are eligible.

For some trees. South Bend requires a permit for certain trees or certain sites, not every tree. South Bend needs a free city tree permit to remove, prune or plant a tree on the tree lawn, the grass strip between the curb and the sidewalk. Property owners are responsible for the trees on their property, including tree lawn and alley trees. We did not find a city permit rule for trees elsewhere on private land. Our confidence: medium.
