Tree work license

No state tree license found

We could not find a separate state tree or arborist license. The state rules we found that can touch tree companies are pesticide licensing and home improvement contractor registration. Check with the state and your municipality before you start.

Pesticide and plant health care

Every business that uses commercial applicators to apply pesticides needs a pesticide application business license. The business must have at least one certified applicator and show insurance with a certificate that lists the Pennsylvania Department of Agriculture as certificate holder. Tree and shrub work falls under Category 6, Ornamental and shade trees.

Contractor license

The Home Improvement Consumer Protection Act defines home improvement work on land next to a private residence to include landscaping, when the total price is more than $500. Covered contractors must register with the Bureau of Consumer Protection in the Office of Attorney General and keep liability insurance. The law does not cover a person whose home improvement work totaled less than $5,000 in the previous tax year, and it partly excludes landscapers certified by the Department of Agriculture. We could not confirm whether tree removal alone counts, so ask the Attorney General's office.

Local permits and tree rules

Pennsylvania municipalities can require their own contractor registration and street tree permits, and some have a shade tree commission, so check with the borough, township or city first.

Check with the city or county where each job is. Homeowners often ask about this too; you can send them our plain guide to tree permits.

Insurance basics

The state's pesticide business license and home improvement registration both involve proof of insurance. Talk to a licensed insurance agent about liability and workers' comp for your crew.

General information, not insurance advice. Talk with a licensed agent who knows tree work. More in insurance for tree services, or rough your cost with the workers comp estimator.
